With a new CAP proposal for post 2027 coming this year from the Commission, Oliver Moore presents a handy report – a veritable one-stop-shop – to bring you up to speed with where the Common Agricultural Policy is right now.
In recent times every year seems to be something of an emergency for policy makers, and for farming and food. 2024 was no different in that sense, but it was also a year of ramped up protest and legislative roll back.
In this, 2024 both continued a pattern and saw the levee break somewhat. Farmers’ protests occurred all over Europe, and a new, unplanned CAP regulation was rushed through the European Institutions. The protests were multifaceted, but the viability of farming was a key driver. The neo-liberal conundrum of expecting farmers to do any more environmental actions with fluctuating income, partially due to the impacts of nearby war in Ukraine, while suffering from climate extremes, is just part of the puzzle.
There’s a lot to unpack in how farming, food and policy work together. In the report you can download below, we track the month by month changes to CAP over 2024. All the stages and phases, all the arguments and counter-arguments, the surveys and reactions – its all in there. With this as your basis, you will be well placed to grapple with the upcoming CAP conversations for 2025.
